The courts do not agree on resident-on-resident discrimination. But some courts have held owners and property managers liable for resident-on-resident discrimination. These courts have held that fair housing laws not only protect individuals from discrimination in the acquisition of their residences, but also protect them from discriminatory interference with the peaceful enjoyment of their homes.
